Honourable Secretary for Chinese Affairs,

Mr. Hu Mien asks me to transmit through

you the enclosed letter from the Director-General

of Telegraphs and Telephones, Nankings to His

Excellency the Governor.

As I verbally informed you the other

day, Dr. Te'o and I are in favour of allowing

Mr. Hu Mien to take over, particularly when

General Chan Ming-shu has preferred the same request.
